Per IRCC regulations, international students under the age of 18 studying in Canada must have a legally appointed custodian — a Canadian citizen or permanent resident, residing in Canada, with the custodian declaration (Form IMM 5646) notarized in Canada. The custodian is responsible for medical decisions, school liaison, and emergency contact for the child throughout their stay.
