Canada’s immigration authority (IRCC) requires every international student under 18 to have a legal custodian while studying in Canada — the custodian must be a Canadian citizen or permanent resident, ordinarily resident in Canada, and the Custodianship Declaration (Form IMM 5646) must be notarized in Canada.
A custodian is not just a study-permit requirement — they carry real responsibilities for the student in Canada: medical authorization, school communication, and emergency contact. We handle the full process, from guardian designation and document notarization to day-to-day care.
